Job Description:
The mission of the Housing Resource Center (HRC) within the Division of Housing Policy Development (HPD) is to utilize online and printed sources, including the Internet, to provide information and to maintain an organized collection of materials in support of the diverse policy and program activities of HPD and the Department. HPD is responsible for identifying housing and community development issues and needs and developing recommendations/policies to meet those needs.

Under the general direction of the Assistant Deputy Director, the Senior Librarian (Specialist) acts as the Coordinator of the HRC. The HRC Coordinator oversees the daily operation of the Center: evaluates, reviews and recommends additions to the HRC collection; responsible for collection organization; formulates plans to effectively address Department's changing information needs; provides technical assistance to and disseminates information to HCD staff, local governments, other State agencies and interested parties, using in-house databases, online databases and bulletin boards, the Internet, and the State Library; and serves as HPD's lead person in publication of the daily news briefs and electronic bibliographies.

DESIRABLE QUALIFICATIONS: Ability to work independently with minimum supervision. Expert knowledge of libraries, and library technologies, computers/information technology and the Internet. Familiarity with Word and DBTextWorks and other database software and applications, California State government, housing an community development, and planning information sources.

The County of Yolo is currently recruiting to fill a Branch Manager I position for the Yolo County Library. This position is responsible for managing the A.F. Turner Community Library in West Sacramento including branch materials collection, community-wide outreach and programming, providing high level customer service, serving as a member of the Library leadership and policy team, overseeing and administering the branch budget, and cultivating and maintaining positive relations with local officials, government entities, citizens groups, and public service organizations.

THE DEPARTMENT

The Yolo County Library was formed in 1910, serves a population of approximately 144,310 (2009) and has an annual budget of approximately $5.1 million. The library system includes branches in Davis, West Sacramento, Winters, Esparto, Knights Landing, Clarksburg and Yolo, as well as a Central Services office located in Woodland that provides technical services and support. Yolo County Library is home to the County’s Archives and Records Center, and also offers a countywide adult literacy program and several other grant programs, and resources, described on the Library's web site at www.yolocountylibrary.org.

The Yolo County Library is well-used and appreciated by the community. Circulation and usage of the Library has increased every year for the past 25 years. In FY 2008-09 there were 635,481 visits to Library facilities; 293,898 hits to the Library web site; more than 1.5 million items circulated; 20,145 individuals attended 903 library-sponsored programs; and community groups used meeting rooms regularly where available, at our Davis, West Sacramento, Winters, Esparto and Clarksburg branches.

This is an exciting time for the Yolo County Library. The Stephens Davis Branch Library has recently moved into temporary quarters so that over the next year the main branch can be renovated, space can be added, and a new materials sorting unit can be installed. This is all happening thanks to the successful passage of Measure P, which increased the annual parcel tax due for Davis residents. A new West Sacramento Community Library opened in October, 2009 and a new joint use Winters Community Library opened in November, 2009.

A seven member Library Advisory Board makes recommendations and provides advice on library policies, service development, and direction. The Library is governed by the Yolo County Board of Supervisors. Population growth in this rural community is slow. The Board of Supervisors has committed to preserving agricultural land, which limits the amount of growth annually, and thus limits available resources resulting from development. These changes impact the organization and the prioritization of service provisions, leading to business practices that emphasize technology and other methods to allow customers to help themselves and improve customer service.


DEFINITION
Under the direction of the Assistant County Librarian, manages and coordinates the activities of a major geographic region or mid-size branch of the County Library system and of a countywide library program; assists in establishing countywide library goals, policies and procedures; and does other related work as required.

DISTINGUISHING CHARACTERISTICS
Incumbents in this class are distinguished from those in the next lower class of Branch Supervisor in that they have responsibility for managing both a region and a countywide activity, such as staff training, library publicity and community analysis.

ESSENTIAL FUNCTIONS

The following duties are typical of those performed by the incumbents in these classifications; however, other duties may also be required.

Directs the activities of a regional or mid-size branch, efficiently and effectively;
Responsible for branch materials collection, which includes weeding, evaluating, and selecting new titles to meet the needs of the community served;
Provides reference services and assists the public in making effective use of the branches;
Responsible for community-wide outreach and programming;
Supervises branch staff; recruits, retains, develops and trains staff; conducts performance evaluations; provides direction, guidance, and leadership to staff and models expected behaviors;
Analyzes and evaluates materials, services and facilities in assigned programs;
Develops and maintains appropriate procedure manuals;
Provides high level customer service; mediates the most complex customer concerns and resolves the most difficult patron problems that were referred by branch staff;
Ensures branch staff consistently maintain high standards of customer service;
Serves as a resource to branch staff on library policy, procedures and practices;
Serves on the Library Policy Committee and participates in establishing countywide goals, policies and procedures;
Oversees the care and maintenance of a library building and library grounds and equipment;
Develops, coordinates, and promotes activities to meet changing needs and to improve program services;
Analyzes complex problems and takes appropriate action;
Oversees and administers branch budget;
Acts as public relations representative for region, which includes speaking to and involvement with interested groups such as the Friends of the Library;
Cultivates and maintains positive relationships with local officials, government entities, citizens' groups, public service organizations, Friends, community groups, and the public; liaisons with community groups and develops partnerships as appropriate;
Plans and conducts regular staff meetings;
Identifies opportunities for improvement in the current policies, procedures and systems; offers recommendations for change;
Serves as a positive and motivational team leader as well as a positive and effective member of a peer group;
Models outstanding customer service;
Demonstrates commitment to service by attending workshops and educational programs, reading periodicals and specialized literature, attending staff meetings, and participating in committees and organizations that further the library's mission and goals; and
Keeps abreast of developments in library branch administration and library programs by attending workshops and educational programs and reading periodicals and specialized literature.


EMPLOYMENT STANDARDS
Education: Master’s Degree in Library Science, Library Information Services, or related library field or equivalent from an accredited graduate school of Librarianship; AND
Experience: Three (3) years professional library experience, with proven management and supervisory experience.

LICENSE

ENVIRONMENTAL & FUNCTIONAL FACTORS
Incumbents in this class are expected to work inside buildings; to work either alone or closely with others; be able to drive a car; to lift and carry objects weighting up to twenty-five pounds; to move about; to be able to reach above shoulders; to have use of fingers and both hands; perform work while bending, stooping, and squatting; have use of both arms; be able to communicate verbally with co-workers and clients; be able to see things up close or far away; have depth perception and be able to decipher color coded files and computer print-outs; and hear well.

MEDICAL CLASS
This class requires that the person stand or walk most of the time with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, frequent lifting of objects up to twenty-five pounds and occasional lifting of objects up to fifty pounds may be required.

BENEFITS
Retirement Benefits

CalPERS Retirement - 2.5% @ 55 (Misc.): Yolo County pays a large portion of the member contribution (approximately 7% of salary). Employees pay approximately 1% of salary toward retirement.
All Yolo County employees participate in Social Security and Medicare.
Employees receive a limited deferred compensation match based on years of service. For 1 year, $350; for 10 years, $450.
Health Benefits
Yolo County offers 6 health plans (3 HMO’s and 3 PPO’s). Each employee receives a benefit package of $15,107 annually to purchase health, dental and vision insurance. Any remaining balance of the benefit package will be paid to the employee as taxable earnings. This amount is pro-rated for part-time employees.
All employees are required to enroll in our Delta Dental Plan. The current monthly premium is $88.00 and is deducted from the benefit package. Family members may be added at no additional cost.
All employees are required to enroll in Medical Eye Services of California. The current monthly premium is $9.92 and is deducted from the benefit package. Family members may be added at no additional cost.
The County provides a $25,000 life insurance policy.
Employees are eligible for a county self-insured short-term disability benefit of 75% of salary.
Employees have a confidential counseling program available for up to 6 free visits each fiscal year.
Leave Benefits
Employees earn 8 hours of sick leave per month.
New employees earn the equivalent of 80 hours of vacation time off per year and are eligible to use vacation after 13 pay periods of employment. The accrual rate increases to 120 hours after 3 years of employment.
Employees may purchase up to 96 hours of vacation each fiscal year after 3 years of employment. (Currently suspended during the 2009/10 furlough period)
Employees receive 40 hours of administrative leave each fiscal year.
Employees earn 32 hours of floating holiday time off each fiscal year.
Employees receive 10.5 paid holidays each year.
